exor674's suggestion, there's a new Bugzilla tag: "metabug". It's to be used for bugs that are "containers" for other bugs, or bugs that are designed to be not specific bugs themselves but coordinating bugs for a major project.
I hit up the ones that I could identify on a quick search, but if you see any, feel free to remove the effort-* tag and replace it with the 'metabug' tag.
