new bugzilla flag?

Can we have a "needs-cla" flag for keeping track of patches from contributors who might not have a CLA on file?

I'm not sure about needs-cla (on the bug itself? on the patch?) but some way of being able to identify patch submissions that are waiting on a CLA, without needing to rely on memory (and then digging through the list of users with CLAs/asking D) would be fantastic!
