In order to do that, I got myself a PHP XML-RPC library and posted a call to https://www.dreamwidth.org -- but the response is the homepage -- so apparently the XML-RPC handler is not on there?
A very basic question that I do not see answered in any doc that I could find: what is the target of the XML-RPC posts for DW?

Image uploader in the post editor?
I want to know is there any particular reason why DW image hosting has not been integrated into the post editor?
I would like to help with the implementation if it's not against an intention of the service management.

It's hard for anyone to say what you may be doing wrong when we don't know what you're doing at all. HTTP headers and body for the request and response (both suitably redacted) would help.
