GitHub Services going away
(aka, the thing that lets us do changelog posts and a few other things, like - I believe - the autoclaiming thing)
https://developer.github.com/changes/2018-04-25-github-services-deprecation/
What should replace it for us? Or should there be a bug for it?
h/t: the warning at the bottom of recent changelog entries.

- reimplement whatever needs to be using the "new and improved" Github features that will replace Github Services,
- or change everything to use whichever equivalent services Bitbucket provides, if any (and there's a lot to be changed, including editing the dev-docs sections of the wiki that reference Github, which is a lot of them).
I have not investigated the issue in any depth, and have no idea which solution is more work, but I think it's nowhere near a foregone conclusion in favor of Bitbucket.
