New community: changelog_digest

So I had this idea, that people might like to get changelog summaries every so often instead of trying to keep up with everything as it comes in. (Me being one such people.)

Being the selfless DW volunteer I am, I decided to do the summarizing myself in my new community changelog_digest. Hopefully other people will find this useful!

I was just looking at the LJ Times/Herald thing, and wondering if anyone would do so for DW, not that I think its needed currently, and changelog was the thing putting me off. Danke.
