I thought that was who could tag an entry anyway. I definitely specified whether people can tag their own entries somewhere, because I remember allowing posters to create tags, but I can't find the option to see what else is available.

It's here: http://www.dreamwidth.org/manage/tags and until that patch is live, it's either anyone/all members that are allowed or only admins.
