You can still give premium paid time to someone with no paid time! The only thing that we're blocking is buying premium paid time as a gift for someone with existing regular paid time that has not yet expired. If someone's paid account (of either type) has expired completely or the account has never been paid, you can still be the paid account fairy for them.
