The new entry page has a checkbox for "Use the time when entry is posted", which I assume means to use the system time received (2a). I think this should be added to the old entry page and checked by default on both the old and new pages. Then we can safely turn off the in-the-past check and keep things as-is (2b1), because anyone who would be posting with a time in the past would have to had chosen it explicitly.
